This declaration was made by Jennifer Granholm, the US Secretary of Energy.

"The time has come to join forces with allies whose intentions are compatible with our own and who can be relied upon to operate honestly. Speaking at the IAEA World Ministerial Conference on "Nuclear Power in the 21st Century," she stated, "In this setting, the United States is ready to operate as a responsible and trustworthy supplier to friends and the international community".

Russia has "undermined its own efforts to market its status as a reliable provider of technology and fuel," claims Granholm.
