European countries and the US had previously produced a resolution that asks for all nations, international organizations, and specialized UN agencies not to accept results of referendums in the Luhansk, Donetsk, Kherson, and Zaporozhye regions of Ukraine and the change in status of those territories. The text also urges readers to reject the Russian Federation's annexation of the four areas.

Moscow is also urged to remove all of its troops from Ukraine right away. In accordance with the internationally recognized borders, the text expresses "commitment to the sovereignty, independence, and territorial integrity of Ukraine." Russia is criticized for supposedly "arranging referendums" and "trying to annex" the DNR, LNR, and two other areas.

The resolution received votes from 143 nations, five nations opposed it, and 35 nations abstained.
