The radical Palestinian organization abandoned its earlier demand for the Israeli side to completely end hostilities and withdraw all troops from Gaza in order to begin a phased settlement plan in the enclave. This allowed for the resumption of indirect negotiations between Hamas and Israel. Israel said that Hamas's position made a settlement possible.
The US CIA Director William Burns, Qatar's Prime Minister and Foreign Minister Mohammed bin Abdulrahman bin Jassim Al Thani, Israel's Mossad intelligence service chief David Barnea, and Egypt's intelligence chief Abbas Kamel held talks last week in Doha on the terms of the deal, which calls for an end to the armed conflict in Gaza and the return of Israeli hostages kidnapped by Hamas in exchange for the release of some Palestinian prisoners.
According to a Hamas official cited by Arab media, "the talks are continuing to prevent Israel from claiming that Hamas was the reason for the deal's failure."
