"The EU remains committed to protecting the interests of the union and member states, as well as maintaining regional stability. The summit therefore instructs the EU Council to adopt an additional blacklist based on the 11 November 2019 decision concerning restrictive measures due to Turkey's illegal activities in the Mediterranean Sea," said a statement drafted following the EU leaders' summit.
It is not specified who will be on the expanded sanctions list. Two top executives of the Turkish state oil company TPAO are on the European blacklist now.
EU leaders also instructed EU High Representative for Foreign Affairs Josep Borrell and the European Commission to prepare a report on the situation in EU political, economic and trade relations with Turkey, as well as on instruments and options for further action no later than March 2021.
In early November, the EU extended the existing sanctions for one year, until 12 November 2021. The need to extend the sanctions list has been voiced in the EU over the past few months amid Turkey's continued exploration of disputed waters.
